SB 3039 Transfer Denial Transparency Report

Texas Education Code §61.830

Senate Bill 3039 requires Texas public universities to publish information on transfer student credit denials to improve transparency for both students and institutions. Texas Education Code §61.830 requires institutions to identify the majors with the highest number of transfer courses that did not apply toward degree requirements and the most frequently denied courses from the ACGM (Academic Course Guide Manual).

Five Majors with the Highest Number of Denied ACGM Courses (Major Applicability)

Texas A&M University-Victoria does not deny transferability for ACGM courses. However, some courses may transfer as elective credit and not apply toward specific degree requirements. The following majors had the highest number of transfer courses that did not apply toward degree requirements for the reporting year:

• B.B.A. General Business
• B.A./B.S. Psychology
• B.B.A. Accounting
• B.S. Information Science
• B.S. General Computer and Information Science

These determinations reflect degree-specific curricular requirements and do not impact the transferability of the courses.

Five Most Frequently Denied ACGM Courses (Major Applicability)

The following ACGM courses were most frequently accepted in transfer but did not apply toward a student’s declared degree requirements:

• English 1301
• English 1302
• History 1301
• Government 2305
• Government 2306

These core-required courses may transfer as elective credit, may have been repeated, or may not satisfy specific program grade or degree requirements.
